Individuals who have lived in the UK or EEA for the last 3 years, live in England and are aged 16 to 24 or live in Scotland and are aged 16 to 19, will be eligible in most circumstances for fully government-funded training.  Individuals aged 25+ may be eligible for government-funding in England and will be advised on an individual basis.
